Titre Consequences of fishing moratoria on catch and bycatch: the case of tropical tuna purse-seiners and whale and whale shark associated sets Type Article scientifique

Résumé Time-area regulations have been introduced to manage stocks of tropical tuna, given the increased use of drifting fish aggregation devices (FADs). However, the consequences in terms of changes in fishing strategies and effort reallocation may not always be as expected. For instance, in the eastern Pacific Ocean, previous studies have highlighted that the increase use of FAD-fishing following the demand for tuna caught without dolphin mortality has raised concerns about the bycatch and the capture of juvenile tuna. In the tropical eastern Atlantic and western Indian Oceans, this study aimed to (1) assess, using before-after analysis, the consequences of previous time-area regulations on FAD sets on the fishing effort allocated to megafauna associated sets, and (2) evaluate through Monte Carlo simulations the potential effect of new regulations banning whale or/and whale shark associated sets. Firstly, we showed that previous time-area regulations, which were mainly implemented during seasons with few whale and whale shark associated sets, generally had thus little effect on the number of megafauna associated sets. Secondly, some simulations, particularly when both whale and whale shark associated sets were banned, predicted consequences of changes in fishing strategy. Indeed, these types of ban could lead to an increase in the number of FAD and free school sets but no change in the tuna catch, as well as a slight decrease in bycatch. These results indicate that an ecosystem approach to fisheries, by taking into account megafauna associated sets and bycatch, should thus be adopted when implementing management or conservation measures.

Résumé The tiger shark Galeocerdo cuvier (Carcharhinidae) is a large elasmobranch suspected to have, as other apex predators, a keystone function in marine ecosystems and is currently considered Near Threatened (Red list IUCN). Knowledge on its ecology, which is crucial to design proper conservation and management plans, is very scarce. Here we describe the isolation of eight polymorphic microsatellite loci using 454 GS-FLX Titanium pyrosequencing of enriched DNA libraries. Their characteristics were tested on a population of tiger shark (n = 101) from Reunion Island (South-Western Indian Ocean). All loci were polymorphic with a number of alleles ranging from two to eight. No null alleles were detected and no linkage disequilibrium was detected after Bonferroni correction. Observed and expected heterozygosities ranged from 0.03 to 0.76 and from 0.03 to 0.77, respectively. No locus deviated from Hardy-Weinberg equilibrium and the global F-IS of the population was of 0.04(NS). Some of the eight loci developed here successfully cross-amplified in the bull shark Carcharhinus leucas (one locus), the spinner shark Carcharhinus brevi pi n n a (four loci), the sandbar shark Carcharhinus plumbeus (five loci) and the scalloped hammerhead shark Sphyrna lewini (two loci). We also designed primers to amplify and sequence a mitochondrial marker, the control region. We sequenced 862 bp and found a low genetic diversity, with four polymorphic sites, a haplotype diversity of 0.15 and a nucleotide diversity of 2 x 10(-4).

Résumé Since 2007, the biomass of sardine and anchovy in the NW Mediterranean has remained persistently low, whereas the biomass of the commercially low-valued sprat has exploded. Also, simultaneous decreases in condition, size, and/or age of these populations were observed. Altogether, this resulted in a drop in landings of small pelagics. To understand the amplitude of these events and to provide a baseline scenario against which current changes can be compared, we compiled exceptionally long landing series (1865-2013) of sardine, anchovy, and mackerel for different subregions of the southern French coast. We characterized the fluctuations of these landings and compared these with environmental drivers (sea surface temperature, Rhone river discharge, North Atlantic Oscillation, Western Mediterranean Oscillation-WeMO, and Atlantic Multidecadal Oscillation-AMO), using different time-series analyses. We also collated historical data to infer qualitative changes in fishing effort over time. A fishing effort related increase in landings was observed around 1962 for all three species, although current sardine landings have dropped below levels observed before this period. Sardine and anchovy landings were, respectively, positively and negatively related to the AMO index and anchovy landings were also positively related to the WeMO. We finished by discussing the potential role of the environmental variables and fishing on long-term fishery landings trends.

Résumé The three countries of the Benguela Current Large Marine Ecosystem (BCLME), namely Angola, Namibia and South Africa, have committed to implementing ecosystem-based management (EBM) including an ecosystem approach to fisheries (EAF) in the region, to put in practice the principles of sustainable development in ocean-related matters. There is also recognition of the need for marine spatial planning (MSP) as a process for informing EBM with regard to the allocation and siting of ocean uses so that ecosystem health is ensured and trade-offs between ecosystem services are appropriately dealt with. Marine spatial planning is both an integrated and an area-based process, and this paper produces a spatial characterisation of the BCLME for achieving a common basis for MSP in the region, focusing on the oceanography, biology and fisheries. Recognising spatial variation in physical driving forces, primary and secondary production, trophic structures and species richness, four different subsystems are characterised: (1) north of the Angola-Benguela Front, (2) from the Angola-Benguela Front to Luderitz, (3) from Luderitz to Cape Agulhas, and (4) from Cape Agulhas to Port Alfred on the south-east coast of South Africa. Research and monitoring requirements of relevance for MSP and EBM in the region are identified, focusing on understanding variability and change, including with regard to the boundary areas identified for the system. To this end, 14 cross-shelf monitoring transects are proposed (including seven that are already being monitored) to estimate fluxes of biota, energy and materials within and between the subsystems. The usefulness of models for understanding ecosystem variability and changes is recognised and the need for fine-scale resolution of both sampling and modelling for adequate MSP as input to EBM for the often-conflicting interests of conserving biodiversity, and managing fisheries, recreation, offshore oil and gas exploration and exploitation, offshore mining and shipping routes, is emphasised.

Résumé Tunas are highly specialized predators that have evolved numerous adaptations for a lifestyle that requires large amounts of energy consumption. Here we review our understanding of the bioenergetics and feeding dynamics of tunas on a global scale, with an emphasis on yellowfin, bigeye, skipjack, albacore, and Atlantic bluefin tunas. Food consumption balances bioenergetics expenditures for respiration, growth (including gonad production), specific dynamic action, egestion, and excretion. Tunas feed across the micronekton and some large zooplankton. Some tunas appear to time their life history to take advantage of ephemeral aggregations of crustacean, fish, and molluscan prey. Ontogenetic and spatial diet differences are substantial, and significant interdecadal changes in prey composition have been observed. Diet shifts from larger to smaller prey taxa highlight ecosystem-wide changes in prey availability and diversity and provide implications for changing bioenergetics requirements into the future. Where tunas overlap, we show evidence of niche separation between them; resources are divided largely by differences in diet percentages and size ranges of prey taxa. The lack of long-term data limits the ability to predict impacts of climate change on tuna feeding behaviour. We note the need for systematic collection of feeding data as part of routine monitoring of these species, and we highlight the advantages of using biochemical techniques for broad-scale analyses of trophic relations. We support the continued development of ecosystem models, which all too often lack the regional-specific trophic data needed to adequately investigate climate and fishing impacts.
